Draft for program review.

The proposed site uses semantic headings, keyboard-accessible navigation, a skip link, visible focus and reduced-motion support. These design choices are not a claim of Section 508 compliance or a completed accessibility assessment. Migrated legacy documents (PDFs and Office files) have not been checked for accessibility.

Before the November 1 initial release, the program owner must approve the accessibility statement and reporting contact, and the team must complete keyboard, screen-reader, contrast and document accessibility checks.
